Annexation Election Frequently Asked Questions (FAQ)
The Board of Commissioners (the "Board") of Kaufman County Emergency Services District No. 7 (“KCESD 7”, or the "District") has called for an annexation proposition to be placed on the ballot for the November 4, 2025 Election. If approved by voters, this proposition would authorize the District to add all area within the city limits of the city of Crandall to the District’s boundaries. The city of Crandall is currently being serviced by the Crandall Volunteer Fire Department which is primarily funded through KCESD 7 for both fire protection and emergency medical services via contract.
To ensure that residents and other constituents of the District have accurate information regarding the proposed annexation and the Board’s goals for the District, answers to frequent questions are provided below. This page will be updated periodically to address additional questions and provide supplemental information before the election.
What is Kaufman County Emergency Services District No. 7?
An Emergency Services District (“ESD”) is a political subdivision of the State of Texas, created by voters in an area to provide fire protection, emergency medical services, or both. More than 300 districts are operating in Texas.
KCESD No. 7 collects ad valorem (property) taxes to fund and provide fire suppression, fire prevention and education, and emergency medical service (EMS)response to the residents within the District boundaries. Property taxes collected by KCESD 7 fund fire and EMS staff, response apparatus, and equipment for use in the District.
What is an annexation election?
Under the Texas Health and Safety Code, KCESD 7 can expand its District boundaries if a majority of the voters approve an annexation proposition at an election held within the district and the territory to be annexed.
An annexation election may be called if at least 50 qualified voters who own taxable real property in a defined territory that is not included in a district, file a petition with the District’s Board, requesting the inclusion of the territory in the District. The Board of Commissioners received and considered a petition by at least 50 qualified voters in July of 2025 and called for an annexation election so voters can decide whether to vote for or against the proposition.
If voters approve the annexation, City residents will begin receiving services through the District, will pay ad valorem (property) taxes to the District, and residents in the annexed territory gain voting rights in all future KCESD 7 elections.
Why is the District asking for this annexation?
The Board of Commissioners of Kaufman County Emergency Services District 7 (KCESD 7) currently contracts with the Crandall Volunteer Fire Department and partially funds the Department. Additional funding for services with the City limits are provided through City of Crandall tax revenues. Annexation of the City of Crandall would allow KCESD 7 to provide the Department with access to all of the District’s resources and funding to serve the area.
When KCESD 7 was originally created, the area within the city limits of the City of Crandall was not included in the District’s boundaries. As a result, Crandall residents pay city taxes to support the volunteer fire department, while taxpayers outside the city pay taxes to KCESD 7 to fund these services within the District. By annexing the area within the city limits of the City of Crandall, KCESD 7 would consolidate fire and emergency services funding to a single entity.
How will the additional funding be used?
Annexation and the associated property tax revenue from City of Crandall residents would enable KCESD 7 to continue funding the services currently provided by the Crandall Volunteer Fire Department, while also giving residents within the annexed area full access to all KCESD 7 resources. At present, the City of Crandall pays $602,000 annually through contracts with the Volunteer Fire Department. If the election passes, property tax revenue generated for KCESD 7 from City residents would total $532,000—approximately $70,000 less—while still supporting the same level of service.
What happens if the annexation proposition fails?
If the annexation election does not pass, the District (following the District Master Plan) will transition to operating within the County and establish its own Fire Department. As a result, the District will relocate all of its equipment, which will leave the Volunteer Fire Department with fewer resources and reduced funding for serving the city.
What will the ballot look like?
The November 4, 2025 ballot will ask residents to vote for or against an annexation proposition, for Kaufman County Emergency Services District No.7.

When, where, and how can I vote?
Eligible voters residing in Kaufman County Emergency Services District No. 7 and in the territory to be added, may vote at any polling place designated for the election within Kaufman County. ¿Qué es el Distrito de Servicios de Emergencia Nro. 7 del Condado de Kaufman?
Un distrito de servicios de emergencia (ESD en inglés) es una subdivisión política del estado de Texas, creada por votantes en una zona para prestar servicios de protección contra incendios, servicios médicos de emergencia o ambos. En Texas operan más de 300 distritos.
El KCESD Nro. 7 recauda impuestos (prediales) ad valorem para financiar y prestar servicios de supresión de incendios, prevención de incendios y educativos, y respuesta de servicio médico de emergencia (EMS en inglés) a los residentes que viven dentro de los límites del Distrito. Los impuestos prediales que recauda el KCESD 7 financian personal de bomberos y del EMS, vehículos de socorro y equipos para utilizar en el Distrito.
¿Qué es una elección de anexión?
Bajo el Código de Salud y Seguridad de Texas, el KCESD 7 puede extender sus límites del Distrito si una mayoría de los votantes aprueba una proposición de anexión en una elección celebrada dentro del distrito y del territorio a anexar.
Se puede convocar una elección de anexión si al menos 50 votantes habilitados que son propietarios de inmuebles gravables en un territorio definido que no está incluido en el distrito, presentan una petición ante la Junta del Distrito para solicitar la inclusión del territorio en el Distrito. La Junta de Comisionados recibió y consideró una petición de al menos 50 votantes habilitados en julio de 2025, y convocó una elección de anexión para que los votantes puedan decidir votar a favor o en contra de la proposición.
Si los votantes aprueban la anexión, los residentes de la ciudad empezarán a recibir servicios a través del Distrito, pagarán impuestos (prediales) ad valorem al Distrito, y los residentes en el territorio anexado obtendrán derecho a voto en todas las futuras elecciones del KCESD 7.
¿Por qué el Distrito pide esta anexión?
La Junta de Comisionados del Distrito de Servicios de Emergencia 7 del Condado de Kaufman (KCESD 7) actualmente contrata al Departamento de Bomberos Voluntarios de Crandall y financia parcialmente al Departamento. Se proveen fondos adicionales para los servicios prestados dentro de los límites municipales a través de los ingresos de los impuestos de la ciudad de Crandall.
